New recipes come from supply vendors
Azeroth Commerce Authority vendors at the Redridge crossroads sell the new patterns, plans, schematics and formulas. The Horde counterpart is Durotar Supply and Logistics.
A title at 300
Each primary crafting profession has a certification item at 300 skill that unlocks a title.

No perk names Alchemy. These work for every profession and camp: Working Overtime, Dedicated Study, Field Guide, Permanence, Reagent Economy.
