How zones work in Forever

Same as Classic. Zones do not scale to your level.
New quests
1,000+. From about level 5, in old zones too.
Three kinds of new place
Blizzard calls its new places anticipated (Mount Hyjal), new but familiar (the Riverglades) or unexpected (Zephras Isle). The unexpected kind is used sparingly.
Its own Year 1
Forever is its own Year 1 time bubble, set before Kazzak reopened the Dark Portal. It does not follow the modern game's story.

Familiar faces
The world tries to show you familiar faces. If you meet someone in Elwynn, you might meet them again later.
Traditional tagging
The first player to hit a mob owns it. Hitting a mob someone else tagged gives you no quest credit, so party up for crowded kill quests and check each other's logs.
Recent Allies
After you group with someone, their name shows in a different color when you meet again, which makes a second invite easier. It is not shared credit and not a friends list.
World refresh warnings
A five-minute world refresh warning means you are about to move to another copy of the outdoor zone. Leave combat first. Refresh Now starts the move early; Okay only hides the notice.
Dungeon quests pay. Trash does not.
Experience from killing dungeon monsters was cut hard, and experience for completing dungeon quests was raised a lot. Run each dungeon once with every quest, then go back outside to Shen'dralas, the Riverglades or Hyjal when you reach them.
Campfires give rested experience
Outdoor campfires grant rested experience out in the world, and most crafted food adds a small experience bonus while you level. The Legacy perk Well Rested makes rested experience build faster and raises its cap.

Ruins of Lordaeron (15-20)
Bandarion Keep in the Whispering Wood is a class-story place the Undead are sent to at about level 10. It is not a second starting zone.

The centaur factions get more quests and rewards, and their story leads south into Shen'dralas.
Redridge Mountains
A new travel point, entered through the Burning Steppes, leads to the Riverglades.
Tanaris
The Steamwheedle boat to Powderfuse Port in the Riverglades leaves from here.
